2025年9月29日に駐日アイスランド大使館の紹介で、アイスランドの <Basalt Architects> の4人の建築家と <Iceland Design & Architecture> 及び <Business Iceland> の責任者がそれぞれ1名、大使館商務官が1名、の一行がJIAを表敬訪問され、佐藤会長と高階国際委員が元国際委員会アドバイザー津賀氏と共にお迎えしました。高階氏がレポートします。

<Basalt Architects> はレイキャビクで2009年に創設され、現在では25人を擁する現地では中規模の設計事務所です。10月2日の大阪・関西万博のノルディックパビリオンにおける「Nordic Architecture & Design Day －北欧と日本が描くウェルビーイングな都市デザイン」と題するイベントに参加するために来日しました。
自国内を中心にサステナビリティを信条に保養施設や温浴施設を手掛けていますが、プレゼンテーションで見せていただいた代表作 <BLUE LAGOON> は火山国独特の自然環境において溶岩の流れが創り出した湾状の地形とミネラルの豊富な水と地熱を生かした素晴らしい施設でした。
<Iceland Design & Architecture> はそれぞれの協会名にアイスランドを冠する下記9つの団体「アイスランド建築家協会」、「家具・インテリアアーキテクト協会」、「造園家連盟」、「プロダクト・工業デザイナー協会」、「陶芸家協会」、「ファッションデザイナー協会」、「テキスタイルギルド」、「金細工師協会」、「グラフィックデザイナー協会」によって所有され、文化・ビジネス省の資金提供を受けて運営されている団体だそうです。日本にはないデザイン系クリエイティブ業界の集合的組織ですが、「デザインの力」による価値最大化、イノベーション、持続可能インフラ、先端世代の教育、自国デザイン振興などを主なゴールに掲げており、業界を縦断する啓発効果に加え自国の発展途上の業界を引き上げる目的もあるそうです。毎年開催される <DesignMarch> の盛り上がり具合や <Design Talk> のテーマの豊富さなどは、集合的組織ならでこその特徴のようです。
<Business Iceland> は、アイスランド国およびアイスランドの輸出産業のブランディングとマーケティングを担当しており、国内企業の海外市場進出を支援し、アイスランド経済への外国投資を促進する政府系の官民組織です。外務大臣、観光・ビジネス・文化大臣、雇用者連合から7名の理事が3年の任期で指名されて理事会を構成し、その下で民間部門から4名、政府から3名が執行委員として任命され同組織を運営しています。自国内の各産業と各国のアイスランド大使館を積極的に繋ぐような役割を果たしているそうです。
総人口40万人強の小さな規模だからできることなのか、丁寧な産業育成の政策と感じました。
JIAからはカントリーレポートを配布し、日本の建築設計界の状況などを説明しました。
翌9月30日には高輪の駐日アイスランド大使館で、<Basalt Architects>と<Iceland Design & Architecture>の講演会があり津賀氏と高階が出席しました。講演会後のレセプションパーティは30人程の小さな規模であったため、駐日アイスランド大使を囲んで、建築・デザイン関係者が親交を深めることができました。

On September 29, through the introduction of the Embassy of Iceland in Japan, a delegation visited JIA. The delegation included four architects from Iceland’s <Basalt Architects>, one representative each from <Iceland Design & Architecture> and <Business Iceland>, and Public Diplomacy from the Embassy. They were welcomed by JIA president SATO Naomi and International Relations Committee member TAKASHINA Sumito, along with former International Relations Committee observer TSUGA Yosuke. Ar. Founded in Reykjavik in 2009, <Basalt Architects> is now a medium-sized design firm with 25 employees. They visited Japan to participate in the event “Nordic Architecture & Design Day – Urban Design for Wellbeing by the Nordics and Japan” at the Nordic Pavilion of Expo 2025 Osaka on October 2. While primarily focused domestically on sustainability-driven projects like wellness and thermal bath facilities, their representative work <BLUE LAGOON>, shown in the presentation, was an exceptional facility. It masterfully utilized the bay-like terrain formed by lava flows unique to volcanic landscapes, along with mineral-rich water and geothermal energy.
<Iceland Design & Architecture> is owned by the following nine organizations, the Association of Icelandic Architects, the Icelandic Society of Furniture and Interior Architects, the Federation of Icelandic Landscape Architects, the Association of Icelandic Product and Industrial Designers, the Icelandic Association of Ceramic Artists, the Association of Icelandic Fashion Designers, the Icelandic Textile Guild, the Icelandic Goldsmith’s Association, and the Association of Icelandic Graphic Designers. It is funded and operated by the Ministry of Culture and Business. While Japan lacks such a collective organization for the design-related creative industries, this group sets key goals including maximizing value through “the power of design” , fostering innovation, developing sustainable infrastructure, educating the next generation, and promoting domestic design. Beyond its cross-industry awareness-raising effect, it also aims to elevate Iceland’s developing industries. The annual <DesignMarch> event’s energy and the rich variety of themes at <Design Talk> seem to be characteristics unique to such a collective organization.
<Business Iceland> is a government-affiliated public-private organization responsible for branding and marketing Iceland and its export industries. It supports domestic companies entering overseas markets and promotes foreign investment in the Icelandic economy. Its board consists of seven directors appointed for three-year terms by the Minister for Foreign Affairs, the Minister for Tourism, Business and Culture, and the Confederation of Icelandic Employers. Operating under this board, four members from the private sector and three from the government are appointed as executive committee members to manage the organization. It reportedly plays an active role in connecting domestic industries with Icelandic embassies worldwide.
Given the country’s small population of just over 400,000, this felt like a meticulously crafted industrial development policy.
JIA distributed a country report explaining the state of Japan’s architectural design industry.
The following day, September 30th, a lecture by Basalt Architects and Iceland Design & Architecture was held at the Embassy of Iceland in Japan in Takanawa. The reception party following the lecture was small, with about 30 attendees. This intimate setting allowed architecture and design professionals to deepen their connections while mingling with the Ambassador of Iceland to Japan.
